Responsibilities
In addition to general policing, my duties included (but are not limited to): Advance Fee Fraud and Cybercrime Investigations, Anti-Money Laundering Investigations (AML), Live Digital Forensic Examinations, Data Recovery and Acquisition, Documenting and Analyzing of information created and contained within computer systems and other computer-based electronic devices. I have gained proficiencies and experience in Infiltrating and dismantling Money Laundering and Lottery Scam Networks as well as other criminal gangs. I have participated in numerous undercover surveillance, and more than six hundred (600) Money Laundering /Lottery Scam/Cyber Crime planned investigations leading to the arrest, prosecution and incarceration of guilty parties. I have also played an integral role during several joint investigations between the Federal Bureau of Investigation (I), the United States Postal Inspection Service (USPI), United States Marshals and Jamaican Lottery Scam Task Force.
I also jointly investigated with the I and helped to dismantle the Laverick Willocks transnational fraud syndicate which lead to the indictment of more than thirty (30) persons in the USA. Additionally, I gave expert witness testimony in a United States Federal Court as it relates to Advance fee fraud investigations and Cybercrimes in Jamaica between April 7, and May 6, 2015, during the trial of Jamaican Fraudster Sanjay Williams, which attracted media attention both Nationally and Internationally. Between September 10 and 14, 2018, I was the main fact witness during the trial; United States Vs. Melinda Bulgin. Ms. Bulgin who is a US National was indicted for her involvement in a fraud ring which defrauded more than five million United States dollars from elderly Americans. She was charged with several counts of wire fraud, mail fraud and money laundering by the I and found guilty by a jury.

Students who completed this course were able to identify security threats and vulnerabilities and help respond to and recover from security incidents.

Duties entailed the supervision of Seven (7) Information Technology (IT) personnel to include System administrators, Developers and Technical Customer Service, representatives. I was also responsible for the planning, development, implementation and coordination of various proprietary IT systems. I coordinated the installation and upgrading of computer hardware and software and the development of computer networks, to include the implementation of Internet and intranet sites. I was also required to analyze the computer, cybersecurity and Information needs of the company and determine personnel and equipment requirements as well as training of Staff in the various proprietary software used in the company. I was very integral in reforming the IT structure of the company making it significantly more effective. I also established the company’s online service in-house which increased profit from that venture by 100%.
Additionally, I led several external IT projects with other Private Sector Enterprises and Government Agencies namely, Nationwide News Network, News Talk 93 FM, Americana’s Enterprises Limited, CIBC Bank Jamaica, ASAP Signs Ltd and the United States Embassy Department of Public Affairs Kingston to name a few.
